Regional scholarship or bursary auditions/competition

I have often seen articles about winners of RAD bursaries and wonder if any one here has attended one and can tell how the auditions are held.  We want to hold one here and are unsure of how to go about it.  We thought of dividing them by age and having round one as a class in a studio, with perhaps those chosen to go through to the semi-finals being asked to do some pointe work as well.  We then thought we would have the finals on stage before an audience,  but we're not quite sure what to have them do - class on stage perhaps?  Does anyone have experience of something like that or can make some suggestions of what they should dance?  The auditions will be held in December for summer school scholarships and we plan on inviting a panel of neutral judges.  Thanks in advance.
